The Centre for Crime Prevention in Lithuania (NPLC) – Vilnius, Lithuania The Centre for Crime Prevention in Lithuania (NPLC) is a public non-profit institution, established in 1997 with the support of the U.N. Development Program in Lithuania. The founders of NPLC are the President, the Parliament and the Government of the Republic of Lithuania, the Supreme Court of Lithuania, Vilnius City Municipality and the Association of Local Authorities in Lithuania. NPLC’s activities are primarily financed by various budget lines of the Republic of Lithuania, but also by other national and international donors. NPLC’s main goals are a) to develop scientifically-based policy for crime prevention b) to collect and analyse data on crime, crime trends and victimisation c) to contribute to regional and international co-operation in the area of crime prevention. NPLC actively supports Government and other State bodies in drafting legislation and developing strategies for crime prevention. NPLC has 8 full-time permanent staff members and a number of associates seconded from Lithuanian universities and other Governmental agencies. NPLC will specifically contribute to the state-of the art review (WP2), development of survey-based attitudinal indicators (WP4), the analysis of Country-based contextual data on crime trends (WP5) and dissemination (WP7) with the following personnel: Evaldas Visockas (MA Vilnius), Director of NPLC, expert on crime control, reduction and prevention, member of interdepartmental commission for National program of crime prevention and control, national representative in European Crime Prevention Network. His areas of specialization include evaluation of effectiveness of crime prevention programs and projects, public initiatives in crime prevention, crime statistics. Alfredas Kiškis (Ph.D. Vilnius) is an expert in crime related statistics. Dr. Kiškis is also associated professor at the Department of Criminology of the Law Faculty of Mykolas Romeris University (Vilnius). Among his recent publication are “Crime in Lithuania: What Changes after the Law Reform?” (2006), “Television Violence: the Negative Effect on Children and Its Prevention” (2004), “The Criminological Information Systems in Lithuania: Statistical Aspects” (2003). Ieva Česnaitytė is the Co-ordinator of the "Program of Juvenile Justice" at NPLC and manages the U.N. Development Programme project “Facilitation of the delivery of an effective juvenile justice system in Lithuania”. Her interests are in the field of Human Rights. Rokas Uscila (Ph.D. Vilnius) is the coordinator of the “Program of Social and Legal Protection for Crime Victims" at NPLC. Dr. Uscila is associated professor at the Department of Criminology of Law Faculty of Mykolas Romeris University (Vilnius). He is author of several publications in national and international journals. His interests are specifically focused on restorative justice and victim–offender mediation.
